Overview:

The input current of switching power converters has both DC (average) and AC (ripple) components. The average input current is usually specified (in amperes) at two extremes: the no load or quiescent value and the full-load value. Most modular DC/DC converters will draw their maximum input current under low-line, full-load conditions.

Procedure:

The average input current is straightforwardly measured using a DMM or a current probe. It should be measured under a variety of combinations of Vin and Iout as appropriate.
